NEW PARKING RULES APPROVED AT THE TKB BOARD MEETING OF SEPTEMBER 24, 2019
Management will create a defined block of spaces in the Guest Parking area that are available ONLY to TKB guests (defined as motor vehicles that are not registered to owners). Such spaces shall initially accommodate 40 vehicles, but shall be increased by 5 spaces each time there is identified at least two times in any seven day period where there are less than 5 unused spaces. Similarly, in the event that there are consistently 10 or more unused spaces in a seven day period, the number of dedicated Guest Spaces shall be reduced by 5. Furthermore, it is agreed that this action shall be treated as a trial, and shall be reviewed by the board at its December or January meeting to assess whether it’s been effective, and if not, will consider other potential solutions that could ameliorate the problem.
Guest Parking for all resident golf carts and motorcycles is prohibited except in those Guest Parking Spaces dedicated for the exclusive use of Golf Carts.
No additional or replacement Motor Vehicles (defined as automobiles, golf carts, or motorcycles) will be registered to owners or residents of TKB unless that individual has secured exclusive use of a parking space for that vehicle. Owned and leased spaces qualify, but such registration is fully conditional upon continued ownership or rental of a parking space for that vehicle. Owner must provide signed copies of rental agreements to management.
Transfer of ownership of any TKB apartment is contingent upon the new owner signing an Agreement that they will not register or bring on the premises any Motor Vehicle unless they have secured exclusive use of a parking space for that vehicle. Owner must provide signed copies of rental agreements to management.
Further, management is directed to vigilantly ensure that all owners who have signed such a commitment are in compliance.
The Board directs management to take the time necessary to consider how they can enforce these Parking Rules, which we hope will take no more than two weeks. Additionally, the Board directs that owners be provided 30 days notice of these new rules, which shall include distribution by email as well as posting on the TKB website. Following such notice period, we ask management to provide as the sole penalty for a minimum of 30 days, written Parking Violation Notices to any owners and motor vehicles who fail to comply with these new rules. Subsequent to such Notice periods, we ask management to enforce these rules as defined in Rule 18 Article 20 in the TKB Rules and Regulations.
The Board directs management to continue to pursue opportunities that will allow and encourage better utilization of the garage parking spaces, including but not limited to creating and promoting an easy to use “central address” where owners of unused parking spaces can advertise them as available for rent, and residents who wish to rent spaces can go to seek available spaces. This Central Address would have no involvement in setting rental rates, or being involved in any way in the rental transaction, but would simply be a conduit to connect potential buyers and sellers.
